What UK Hauliers Need to Know

The Enveloppe Logistique Obligatoire (ELO) system has been available since 28th April 2025. While it was initially set to take effect on 1st September 2025, the deadline was postponed. It is now mandatory for all RoRo freight crossing the Smart Border between the UK and France from 20th April 2026.

This essential guide breaks down what the ELO is, how it works, and what UK road hauliers and logistics providers must do to stay compliant and avoid costly delays.

What is the ELO?

The ELO is a digital port pass that serves two key purposes:

1. It ensures all necessary customs processes are completed before a vehicle arrives at the border, streamlining the crossing.
2. It triggers updates to certain customs procedures, aligning French and UK border processes.

The ELO will replace the current ferry company check-in questions, saving drivers time at the port. It will also provide French authorities with improved visibility over the customs status of goods, reducing manual errors and improving the pairing process. This is the French equivalent of the GMR. If you are familiar with the GVMS process, completing an ELO will come naturally. 

Who Creates the ELO? 

The ELO can be created by: 

• Hauliers 
• Freight forwarders 
• Customs agents 
• Traders.

Any of the above parties can create the ELO, provided they have access to all the relevant customs information for the goods being transported. However, only one ‘ELO creator’ must be nominated, as only a single ELO can be presented per vehicle. The ELO creator should confirm they are correctly registered at douane.gouv.fr before proceeding. 

The ELO offers several significant benefits for hauliers: 

1. Reduced time spent at the port -  The ELO barcode allows vehicles and customs declarations to be quickly "linked" together and verified, speeding up the border crossing process. 
2. Enhanced visibility for hauliers -  ELO creators can track the progress of their goods through the Smart Border system, including whether they are directed to the green or orange customs lanes.  
3. Simplified border crossings -  The ELO aligns French and UK customs procedures, making it easier for hauliers to navigate the requirements on both sides of the Channel.  
4. Fewer delays -  By ensuring all documentation is completed before arrival, the ELO helps reduce common causes of border delays.   
5. Improved data accuracy -  The digital system reduces manual errors that can occur with paper-based processes.  

What Happens at the Border?

Once the vehicle boards a ferry or shuttle, the ELO triggers a real-time customs risk analysis. On arrival:

• Green lane = No inspection, continue your journey
• Orange lane = Driver must report to customs at the point of entry

This decision is based on the data provided in the ELO.

To create an ELO, you will need: 

1. Vehicle details - Registration number, trailer number, container number (if applicable) 
2. Driver information - Name and contact details
3. Customs declaration references - MRN numbers for export/import declarations or transit  
4. Safety and security information - Entry Summary Declaration (ENS) references, made using ICS2, must be included in the ELO. It wasn't previously mandatory to enter ENS references before ELO.
5. Special cargo details - Information about any controlled or regulated goods.

The ELO system has been in operation since 28th April 2025 and is set to become mandatory on 20^th April 2026.

The driver presents the ELO, which includes information on all complete customs documents linking to that load. While crossing, risk analysis will be performed. When exiting the ferry or the shuttle, the driver is directed to the green or orange lane, depending on the results of the risk analysis.

Green – No checks required, and the lorry can continue its onward journey 

Orange – Checks required, the driver should go to the customs office at the first point of entry. 

What Should UK Hauliers Be Doing Now?

• Ensure you have a designated ELO creator within your supply chain
• The ELO creator should register for a douane account on douane.gouv.fr
• Ensure all customs data is complete and accurate before travel
• Train your drivers and staff on ELO processes
• Incorporate ELO creation into your transport planning workflows
• Create ELOs up to 30 days in advance and update as needed.

How to Create an ELO

1. Log in to your douane account
2. Access the ELO portal
3. Enter vehicle details
4. Upload MRNs for all customs declarations
5. Generate the ELO barcode
6. Share it with the driver for check-in.

FAQs

Q: Is ELO required for all road freight?
Yes – it’s mandatory for all accompanied and unaccompanied RoRo freight, whether travelling using the tunnel or via ferry, between GB and France.

Q: How long is an ELO valid for?
Up to 30 days, but it must reflect the correct details. You can update it if things change.

Q: What if I forget to create one?
You won’t be allowed to board. No ELO = no crossing.
