What is ICS2 ?

The Import Control System 2 (ICS2)

The Import Control System 2 (ICS2) is the European Union's advanced cargo information system requiring detailed pre-arrival safety and security data for all goods entering or transiting EU Member States. Replacing the legacy ICS1 system, ICS2 represents a fundamental shift in how customs authorities monitor and secure international trade flows.

  • ICS2 operates through the Entry Summary Declaration (ENS), enabling customs authorities to identify high-risk shipments before they reach EU borders.

CABIE ICS2 Portal is a subscription service to create ICS2 EU Entry Security Declarations for goods moving into the EU via Roll On Roll Off (RORO) locations.

Who Must Comply?

ICS2 compliance relies on the coordinated actions of multiple parties in the supply chain. Each has defined responsibilities for collecting, verifying, and submitting data, and in many cases these responsibilities are shared between different actors through the “shared filing” model.
Freight Forwarders/NVOCCs

Typically submit the ENS at the house bill of lading (HBL) level for consolidated shipments and must declare the real shipper and consignee provided by the BCO.

Beneficial Cargo Owners (BCOs)

Provide complete, accurate product level data including HS codes, detailed descriptions, shipper/consignee information, and EORI numbers. They are legally accountable if incorrect data results in customs errors.

Carriers (Ocean, Air, Road, Rail)

File the ENS at the master bill of lading (MBL) level for all cargo on board and rely on accurate data from shippers and forwarders.

Consignees (EU Recipients)

Provide valid EORI numbers and ensure they are reflected correctly on all documentation.

Shippers

May be the BCO or a third party; responsible for verifying all shipment data and passing it to the party filing the ENS.

Q. What’s Changing Under ICS2?

At the heart of ICS2 is the requirement for advanced electronic submission of Entry Summary Declarations. These declarations are far more detailed than their predecessors. They require not just transport information, but also specific consignment level data such as the 6-digit HS code, the EORI number of the consignee, and a clear description of the goods. Generic labels like "parts" or "samples" are no longer acceptable.

Another fundamental change is the multi-filing approach. Unlike the previous system where a single party typically submitted the ENS, ICS2 allows multiple entities such as carriers and freight forwarders to submit parts of the same declaration. This modular filing model means coordination between supply chain actors is more critical than ever.

To facilitate these submissions, the EU has launched a centralised platform known as the Shared Trader Interface (STI). Operators must either integrate their systems with the STI or access it through the EU Customs Trader Portal, which requires registration through the Self-Service Portal (SSP). Without these steps, traders won’t be able to legally submit the necessary data, potentially holding up shipments at the border.

 

Q. Why does it matter to me?

The penalties for non-compliance with ICS2 go beyond administrative headaches. Submitting incorrect or incomplete information can lead to customs authorities blocking cargo from being loaded at the origin, detaining goods upon arrival, or issuing financial penalties. For just-in-time supply chains, these disruptions can have ripple effects far beyond a single missed delivery.

Phase 3 of ICS2 will significantly affect international road hauliers, and rail logistics operators. All of them must begin aligning their systems, staff, and workflows with ICS2 requirements immediately. Given the complexity of shipping documentation and the often-fragmented nature of the transport industry, this will likely require internal audits, IT upgrades, and enhanced communication with third-party logistics providers.

You’ll be able to pull in data straight from an Export Accompanying Document (EAD). If you’re already using CABIE with a UK EORI number, you can simply enter the MRN. Either way, it’s a quick and straightforward way to get your consignment details into the declaration.

 

Q. ICS2 declarations, when, how long?

When to submit 

Depending on the type of transport or shipping service you have used, there are different time limits for submitting your declaration. 

 

Roll on roll off (RoRo) — accompanied freight

at least 2 hours before arrival of the ferry operator

RoRo — unaccompanied freight

at least 2 hours before arrival of the ferry operator

Euro shuttle Services

at least 2 hours before arrival of the ferry operator

 

Submission Response Times

  • After submitting an ENS declaration, it may take up to 20 minutes, to receive a response. During this time, the status will appear as In Progress.
  • Patience is key—avoid re-submitting declarations unless the status remains unchanged after a significant period.
  • We recommend you submit your declaration as early as possible to avoid the time limit, response times may take longer during peak periods.
