Traders

In a customs context, traders are businesses or individuals involved in the import, export, or movement of goods across borders.

This can include importers, exporters, manufacturers, wholesalers, and distributors, as well as any party responsible for arranging or declaring goods to customs. Traders may submit customs declarations themselves or appoint a customs agent or intermediary to act on their behalf.
 
Traders are responsible for ensuring that goods are correctly declared, that all duties, VAT, and other charges are paid where required, and that they comply with any regulatory controls, licences, or documentation requirements.
