The Border Target Operating Model (BTOM)

The Border Target Operating Model
 
The BTOM is published by the UK Government and sets forth the framework for the management of the border.
 
Aiming to minimise the burden of customs paperwork on UK based traders while maintaining strong border security, the most recent BTOM was published in August 2023, with implementation starting in early 2024.
 
Processes introduced and outlined by the BTOM:
  • ENS S&S security declarations for EU imports
  • Introduction of risk based controls for SPS goods
  • Development of the Single Trade Window (STW) (paused in November 2024)
  • Plans for implementation of the Windsor Framework
