Northern Ireland Plant Health Label (NIPHL) Scheme

The Northern Ireland Plant Health Label (NIPHL) Scheme allows authorised businesses to move certain plants and plant products from Great Britain to Northern Ireland using a plant health label, instead of requiring a full phytosanitary certificate for each consignment.

 The scheme is designed to simplify movements of eligible goods, such as plants for planting, by reducing administrative requirements while maintaining biosecurity standards.
 
To use the NIPHL scheme, businesses must be authorised and meet specific conditions, including traceability, labelling requirements, and compliance with plant health regulations. Goods moved under the scheme must remain within Northern Ireland.
 
The NIPHL scheme forms part of the Windsor Framework, supporting smoother trade between Great Britain and Northern Ireland.
