Mutual Recognition Agreement (MRA)
A Mutual Recognition Agreement (MRA) is an agreement between two or more countries to recognise each other’s standards, certifications, or authorisations. This allows goods or businesses that meet the requirements in one country to be accepted in another without needing to repeat the same checks or approvals.
In a customs context, MRAs are often used to recognise trusted trader programmes (such as Authorised Economic Operator – AEO status), enabling simplified procedures, fewer inspections, and faster clearance for eligible businesses.
MRAs help to reduce duplication, lower costs, and facilitate international trade while maintaining regulatory and security standards.
