Excise Movement Control System (EMCS)

The Excise Movement and Control System (EMCS) is an electronic system used to monitor and control the movement of excise goods such as alcohol, tobacco and energy products when they are moved under duty suspension. EMCS allows authorised businesses and customs authorities to track excise goods in real time as they move between approved premises, such as tax warehouses, within the UK and internationally.
 
Movements are accompanied by an electronic administrative document (eAD), which records the details of the shipment and confirms when the goods have arrived and the movement has been completed.
 
The system helps ensure compliance, reduce fraud and guarantee that excise duties are correctly accounted for when the goods are released into free circulation.
