Upcoming changes to Plant Health Certifications.

What is changing?​

  • APHA have announced that pre-notifications for low-risk fruit and vegetables, from the EU or are of non-EU origin but have entered free circulation in the EU, will no longer be required​
  • Only required to pre-notify Medium/High-Risk goods
  • Low-risk goods are all those not listed in High or Medium Risk categories.

When is it changing?

The IPAFFS requirement will be removed on 17th November 2023, and will not require any Phytosanitary certificates when the new BTOM risk categories go live in January 2024.​

 What will need an IPAFFS?

These changes mean that most Plants/Plant products that we see will fall into this low-risk category. However, you need to know what type of goods ARE a higher risk, so that we can ensure that these are declared properly when they do come in.


From 31st January 2024, all Medium and High-Risk Plant products will need to be accompanied by Phytosanitary certificates, low-risk continue without IPAFFS or Phyto. Imports that would have required phytosanitary certificates will not require a frontier declaration anymore

Risk categories can still change, so you should still check Trade Tariff and keep up to date with changes on the APHA portal.

In light of the UK's departure from the EU customs territory, we recognised the necessity for revised customs procedures where previously there were none. Initially projected at approximately two hundred million declarations annually, this estimate has now stabilised at less than one hundred million, yet remains a significant figure.

Our team at EORI plays a pivotal role in orchestrating approvals and furnishing round-the-clock customs assistance to ensure a seamless progression of the entire process. From the outset, we held the stance that Brexit couldn't be synonymous with "business as usual." The clearance of a truck from Lille should not be subject to the same protocol as a 40ft container journeying from Shanghai.

EORI primarily leverages customs simplifications for import clearances, irrespective of whether the arrival port employs GVMS (Good Vehicle Movement Service) or inventory-linked mechanisms. By embracing these streamlined procedures, the customs formalities can be decoupled from the movement of goods, allowing for post-delivery completion. Furthermore, repetitive trade streams can be consolidated under a single import declaration, spanning a span of up to ten days of shipments.
