Import Clearances in the UK 

UK ports operate using an inventory system (Temporary Storage) or GVMS (Goods Vehicle Movement Service). Some ports may offer a mixed model, as a haulier, it is important to know requirements for each port so that goods can be cleared efficiently without delays. Where you are entering/exiting a port where a mixed model is in use, it is important to note which model is in operation at the quay/terminal you are using. EORI (UK) are able to clear at most major ports in the UK.



We have summarised the two models below.

GVMS – Goods Vehicle Movement Service

GVMS is a government system used to create a GMR (Goods Movement Reference). This is scanned at the frontier and in turn triggers immediate release of goods upon arrival. When creating a GMR, you should add: 


  • A customs declaration (GB Import, GB Export) 
  • Transit Declaration 
  • Entry In Declarant’s Records (EIDR) approved EORI Number 
  • TIR Carnet 
  • ATA Carnet 
  • Postal Declaration 
  • Oral Declaration 
  • Empty Vehicle 


When will you need a GMR: 

  • For any movements into ports using the pre-lodgement model from EU/EFTA. 
  • For all GB exports from GVMS ports. 
  • For all movements from GB to NI. 
  • From NI to GB: 
  • When there is a transit declaration. 
  • When using a TIR or an ATA. 
  • Exports from ROI through an NI exit port. 
  • Goods under a special procedure. 


The GMR that is created includes information about the planned crossing, truck and trailer information as well as information on the declarations included in the reference. If additional checks are required, the GMR status will show this and the truck/trailer must check in to the relevant port facility upon arrival at their location.

Inventory System 

Inventory ports are associated with a CSP (Community System Provider), there is integration between these systems and CDS/CHIEF. To get access to these, you should pay for a badge and subscribe to the service. A declaration is created and linked to the inventory record using a unique reference once the ship’s manifest has been created. Once all goods have been cleared using this unique reference, the goods are free to leave the temporary storage.
